A web directory is by definition a repository or database of the web. They provide a categorized list of web sites, often separated into multiple sub categories.
The majority of web directories which you may come across will also offer a search feature to allow their visitors to quickly access relevant categories and web sites. However a web directory should not be confused as being a search engine itself, as the two work very differently.
A search engine will send out automated tools to crawl web sites and retrieve information, this information is then stored for display when a user searches for a specific keyword. Whereas a web directory will often have a team of human editors which carry out this same task, visiting the web site and retrieving information before categorizing the web site.
